Yesterday, the United Nations announced a new AI advisory board — 39 people from across government, academia and industry — with an aim “to undertake analysis and advance recommendations for the international governance of AI.” The advisory board will operate as a bridging group, covering any other initiatives that are put together around AI by the international organization, the UN said. Indeed, in forming a strategy and approach on AI, the UN has been talking for the better part of a month with industry leaders and other stakeholders, from what we understand. The plan is to bring together recommendations on AI by the summer of 2024, when the UN plans to hold a “Summit of the Future” event. The new advisory board is meeting for the first time today.

In an interview with German business newspaper Handelsblatt, the 67-year-old said that there were plenty of reasons to believe that GPT technology reached a plateau. He also admitted that he could be wrong. He said that contrary to what people at OpenAI think about GPT-5, he believes that current generative AI has reached a ceiling. Talking about benchmark, he termed the leap from GPT-2 to GPT-4 as “incredible”. In his interview, Gates also predicted that in the next two to five years, the accuracy of AI software will witness a considerable increase along with a reduction in cost. This will lead to the creation of new and reliable applications.

A new and very unusual chip design made by IBM provides a distinct approach to cutting AI's energy costs. The company's new NorthPole processor has taken some of the ideas behind previous approaches and merged them with a very stripped-down technique for running calculations to create a highly power-efficient chip that can efficiently execute inference-based neural networks. The chip can be up to 35 times more efficient than relying on a GPU for things like image classification or audio transcription.
